Securing confidentiality of transmitted information at the network layer

In this paper is offer approach to security association structure organization, with which we can secure confidentiality of transmitted information at the network layer of Open Systems Interconnection model. Analysis secure confidentiality approach including a unauthorized operation is suggest.
