        <p>In this paper, model including the description of two cooperating subsystems - «population» and «city-forming base» is presented. Construction of probability matrix of characteristics streams distribution between branch blocks, and probability matrix of migration between federal districts is presented. Interpretation of modelling results received by means of the real statistical data is given.</p>
