In the article is made the attempt to designate the basic stages of systems approach to the estimation of situation in the sphere of informatisation of public sector, which makes it possible to define the current state of information- telecommunication complexes (ITC) of the enforcement authorities (FEA), to accomplish diagnostics of system lacks in their development and to form the substantiated recommendations and proposal on the elimination of these deficiencies.
